Could someone over at the RTC please post an executive summary?!

I’m having a difficult time getting though this statement from the second paragraph of the report:
“The Regional Transportation Commission was established for the purpose of providing citizen input on the vexing issues surrounding transportation in the Puget Sound region.”

If the RTC is sincerely interested in citizen input, then why are they releasing such a hefty a document with only two weeks for public comment? Even Sound Transit does a better job than this!

Before getting into the report, some interesting notes on timelines from ESHB 2871, that created the RTC:

“(4) Publicize the commission’s proposal referenced in subsection (2) of this section, and the list of revenue options referenced in subsection (3) of this section, by November 15, 2006, and provide at least fifteen days for public comment;
(5) Adopt the proposal referenced in subsection (2) of this section, and the list of revenue options referenced in subsection (3) of this section, and submit them to the legislature by January 1, 2007, after which time the commission shall dissolve; and
(6) Conduct public meetings to assure active public participation in the development of the recommendations, proposal, and finance plan under this section.” (Section 3)

Also, when ESHB 2871 defines transportation projects, there is no mention of streetcars. Or any rail for that matter.

On the upside, there are links to congestion pricing models in the library section of the RTC website.

The RTC recommendations are just one part of what seems to be a flurry of reports being released right now, and folks may want to see how others in the community are responding.

RAMP (Regional Access Mobility Partnership) has a report from last week’s local public hearing posted on its blog: http://on-ramp.blogspot.com/2006/11/pierce-county-responds-to-rtcs.html

There is a link to the report’s executive summary on the posting.
