This evening’s election night City Council meeting was relatively uneventful and quick. The greatest drama appeared with the decision to delay the Hollander Site 4 indemnification – again. We’re off to election night coverage. So, here are our notes:
REGULAR AGENDA
APPOINTMENTS
Resolution No. 37909 reappoints Julio Quan to the Tacoma Public Library Board of Trustees, for a term to begin on November 9, 2009, and to expire on November 8, 2014.
Resolution No. 37910 appoints to the Human Rights Commission: Sonia Medina for a term to expire on April 11, 2010; Tommy Hightower for a term to expire on April 11, 2011; and Darion Reese for a term to expire on January 8, 2012.
RESOLUTIONS
Resolution No. 37870 authorizing the execution of a Hazardous Substances Indemnification Agreement with the Foss Waterway Development Authority, and Hollander Investments, LLC, for property located at 1543 Dock Street. Councilmember Fey motioned to have this resolution moved to a future date to-be-determined. He stated that, given a letter he received from Hollander Investments, he doesn’t see the urgency. According to Councilmember Lonergan, the agreement before the Council is more beneficial to the City than the assignable agreement currently in place and they should vote on it. Council was split 5 to 3 as to whether to delay further with Councilmembers Lonergan, Strickland, and Manthou disagreeing with the delay.
Resolution No. 37911 authorizing the execution of an extension to the Collective Bargaining Agreement with the Tacoma Joint Labor Committee through December 31, 2012. The resolution has been moved to the City Council meeting of November 10th, 2009. The Council wants to have a Study Session to discuss the elements of the agreement.
Resolution No. 37912 authorizes the execution of the American Recovery and Reinvestment Act of 2009, Washington State Revolving Fund Loan Agreement, with the State of Washington, Department of Ecology, in the amount of $1,854,450, for the Stormwater Treatment Retrofit Project.
FINAL READING OF ORDINANCES
Ordinance No. 27801 vacates the east 120 feet of South 34th Street between South Washington and South Adams Streets to expand the storage yard and parking area.
Ordinance No. 27843 amends Chapter 12.13 of the Municipal Code, relating to Click! Network TV Products, to increase rates for cable television products and related services.
FIRST READING OF ORDINANCES
Ordinance No. 27844 amending Chapter1.23 of the Municipal Code, relating to the Hearing Examiner, to add an area of jurisdiction which will allow any administrative hearing relating to the breach or termination of cable television franchises to be heard by the Hearing Examiner.
Ordinance No. 27845 granting a ten-year franchise to Comcast of Tacoma, Inc. and Comcast of Puget Sound, Inc., to provide cable television services in the City of Tacoma.
Ordinance No. 27846 granting a ten-year agreement to the City of Tacoma, Department of Public Utilities, Light Division, d.b.a. Click! Network, to provide cable television services in the City of Tacoma.

The new renderings of the Foss hotel posted on the biz buzz blog today look worse then the ones before. Looks just like the Courtyard by Marriott just double the floors.

Re: Resolution No. 37870 – That IS drama! A rare split vote on the council. A pretty odd split vote at that. It’s good to see some want the hotel to move forward.
Yes. Splits in the vote are often needed to asses leadership and valor.
Perhaps the new council will allow the hotel development on the blighted lot and breath some needed life into the city.
It isn’t like the Council is not in favor of ANY hotel – the indemnification for the original hoetl project is still in effect, correct? Maybe Hollander should try to do something outside the box, like build the hotel we were promised. Is this what’s going to happen when we finally do get design review? All the people who were clamoring for design review will be up in arms the first time a project design gets nixed…

you don’t like the design? Fine. Bring up your concerns at the design review part of the project. Don’t just some B.S. environmental/union/murano claim to stall the project.
Also, I think it is a tragedy that individuals can’t present their comments at Citizens Forum in the format of a song. What if I had some speaking disability that prevented me from talking in anything but a melodic verse.
I’m so ready for a new council.

The traveller is now 86’d from the swiss. He told us he was a volunteer for julie Anderson and that it was unacceptable that marty campbell had booked the Swiss for his election night party when clearly julie Anderson was more important of a person. He wanted to have a wet T-shirt contest during marty campell’s election party. He then argued with me about how his “red star 2 dollar bill is actually worth like 50 bucks so he should be able to buy like twenty beers!”

Hollander already had his design approved by the Thea Foss Development Authority as the council long delegated this task to them.
Some members of the council are now trying to use the indemnification issue for apparently other issues as mentioned above.
This makes it very hard to do business with the city when it demanding a laundry list of extras when the issue is the environmental agreement.
how many other projects are being stymied by the council for fake environmental reasons?
