Covering a City’s Potholes with Art

What if a city's abundant potholes were looked at as an abundance of canvases for art? And what if instead of threatening legal action, the city embraced the artist? 

Chicago artist Jim Bachor began filling potholes with mosaics as a kind of social commentary. He ended up being awarded a commission by the Chicago Transit Authority for mosaics as part of its Red Line station improvement project.

Tacoma has a lot of potholes... What if, like Bachor, someone found a way to say "This is a Tacoma pothole, dammit!"? What would happen here?
