After some debate and push-back from the community, Tacoma's recently passed Hilltop Subarea Plan ended up with a target for housing that includes 12.5% affordable housing, and 12.5% low-income housing. The goal of those numbers is to protect existing residents from displacement.
Lakewood has a slightly different scenario. With low-income housing making up 67% percent of Lakewood's housing stock, and only 11% considered middle-income, according to the TNT, the city would like to adjust that mix to significantly increase middle income options - and fewer apartments.
