Using Housing Vouchers to Improve Education

Tacoma Housing Authority has a pilot program at McCarver Elementary School in the Hilltop keeps getting positive press attention for positive outcomes. 

McCarver has one of the highest rates of homeless and poverty in Washington, and has had one of the highest rates of student turnover - between 100% and 180% of students leaving during a school year. 

The THA program is trying to combat these challenges with a program that gives families with kids in school at McCarver extra resources if they stay put, and transitions them to paying increasing percentages of rent on their own. After three years of the program, it seems to be producing some positive results, and getting a lot of attention, including from people like Education Secretary Arne Duncan.

Now THA is ready to consider adjustments to the program, and whether to extend it to other schools in Tacoma.
