Would someone please articulate an economic plan for Tacoma?

Ken Miller has a kind of dark take on Tacoma's economic outlook in an op-ed piece in The News Tribune.

From where Miller sits, Tacoma is doing okay for now - not great, but okay - but all that could change. Miller looks at the uncertain future of what he identifies as Tacoma's two big economic engines, the Port and JBLM, and sees dark clouds on the horizon, and no one knows where the umbrellas are.

As he puts it, "as we approach an economic moment of truth, I don’t understand our plan for winning ... please, will someone, anyone, articulate our economic development strategy in terms of measurable results?"
